DWSRF FY24 Water System Improvements

The City of Reed City is requesting Bids for the construction of DWSRF FY24 Water System Improvements. Bids for the construction of the project will be received at the City Offices at 227 East Lincoln Avenue, Reed City, MI 49677, until 10:00 a.m. local time, June 20, 2024. At that time the Bids for five (5) contracts will be received, publicly opened and read aloud.

Contract 1 – Water Distribution
This contract includes the replacement of aged and undersized watermain along West Franklin Avenue, Sears Street, Church Avenue, Roth Street, and Stimson Avenue, as well as new watermain installation along US-10. The watermain installation includes approximately 8,540 feet of watermain. New valves, connections to existing watermain, capping of existing watermain, and all subsequent restoration (asphalt, concrete, gravel, grass, etc.) are part of this project. The project also includes replacement of service lines in accordance with ELGE’s lead and copper rule that are suspected to contain lead. Full replacement includes water services suspected to contain lead, or once connected to lead containing components, that must be replaced from the proposed watermain to 18” inside the foundation or building structure.

Contract 2 – Water Supply
The project includes the construction of one new well house to serve two new production wells. The well house includes vertical turbine well pump equipment, process piping, valves, chemical feed systems, electrical gear, and standby generator. Site work includes, clearing, grading, site watermain, installation of submersible well pump and Pitless adapter and all related work.

Contract 3 – Lead Service Line Replacements
This contract includes the full replacement of water service lines suspected of containing lead piping, or were once connected to lead containing components, that must be replaced from the watermain to 18” inside the foundation or building structure. Connections of services to existing watermain, corporation stops, curb stops and boxes, and all subsequent restoration (asphalt, concrete, gravel, grass, etc.) are part of this project. All other appurtenances related to lead service line replacements as specified and illustrated per Lead and Copper Rules is required. There are one hundred and seventy (170) anticipated water service lines throughout the water distribution system that will be either fully or partially replaced via horizontal directional drill.

Contract 4 – Water Storage Improvements
The project includes repairs and improvements to the City of Reed City’s 300,000-gallon water storage tank located on 225th Avenue. Work items for this contract include exterior repainting, dry interior partial repaint, wet interior repaint, cathodic clips and pressure fitting, roof painter’s railing, overflow flap gate with updated mesh sizing, wet interior ladder, mixer, mud valve, installing a condensate drain line check valve, and other incidental improvement items provided in the specifications. Work items are further expanded on in the specifications, plans, and maintenance inspection report.

Contract 5 – Water Meters
This contract includes the replacement of water meters system wide, as well as meter radios only where meters were recently replaced. Project scope includes any related work that may associate the meter replacements throughout the City to perform the work to the standard provided by the City and outlined in the specifications.

Davis Bacon Act prevailing wages, 29 CFR Part 5, Disadvantaged Business Enterprises (DBE), Debarment Certifications, Build America Buy America (BABA), and Minimum Wage Rates apply to all contracts.

Prospective Bidders may request the Bidding Documents from the Issuing Office. The Issuing Office of the Bidding Documents is: 603 Bay Street, First Floor, Traverse City, MI 49684 email: bidroom@fveng.com, Telephone (231) 932-8600. Bidding Documents will be emailed in portable document format (PDF) at no charge; hard copy documents are not available. Non-biddable documents may be viewed in the on-line Bid Room at www.fveng.com.

The date the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.

Builder’s Exchanges are authorized to share the contract documents with other exchanges.

Bids will be accepted only from Plan Holders of Record. To be a Plan Holder of Record, Bidding Documents must be obtained from an Issuing Office mentioned above.

A pre-bid conference for the project will be held on June 6, 2024 at 9:00 am at the City Offices at 227 East Lincoln Avenue, Reed City, MI 49677. Attendance at the pre-bid conference is encouraged but not required.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Bid security shall be furnished in accordance with the Instructions to Bidders.

The City of Reed City reserves the right to accept any bid, reject any or all bids, to waive informalities and make the award in any manner deemed in the best interest of the City of Reed City.
